Take titanium drivers for example. The maximum volume allowed under the rules of golf is 460 cc for the club to be conforming. It's not enough for a producer to claim their drivers are under 460 cc. The USPGA and the R&A have to confirm they aren't. If they are under the limit, they are listed on the Conforming Driver lists. If they are bigger then the allowed maximum, they are listed on the Non-Conforming Driver lists.
Quick note here. Some makers of inferior knock-offs trumpet their drivers as being conforming pointing to the fact that their drivers are not on the non-conforming lists. All that translates to is that they haven't been submitted for testing. Conforming drivers go on the conforming list. Just because a drivers is on the conforming list, it isn't necessarily conforming.
Creating conforming clubs takes a lot of attention and a lot of manufacturing skill. The limits placed by the rules are very strict and it only takes a tiny manufacturing discrepancy to end up with non-conforming clubs. Dimension isn't the lone limit the rules make. With restrictions on club-face rebound for instance (COR or Coefficient of Restitution) being affected by even the smallest variant in the thickness of the face, tight controls in the manufacturing process is crucial.
Clone clubs from respected producers built according to the rules of golf and will make a much smaller dent in your wallet. Using the same quality materials as the big golf companies and with the same (or better) golf shafts, these are top quality golf clubs that will make the game that much more fulfilling. As an added bonus, many of the top line manufacturers offer custom build options on their clubs.
What you end up playing is a set of top quality, conforming, custom assembled clubs that will perform as good as, if not better, than those high-priced off-the-rack OEM's. And all that without the price tags.
